Since the second half of the 90s, in Italy government action to promote local development has been characterized by two policy instruments: financial incentives to firms offered by Law no. 488, 1992 and the interventions of Negotiated Planning, Territorial Pacts in particular. This paper aims at analysing whether there are overlapping phenomena between the two instruments in the Southern regions. An empirical analysis examines the territorial distribution of Law no. 488, 1992 and Territorial Pacts at municipal level. The econometric investigation tests the relevance of socio-economic variables in influencing the probability of territories in accessing one of the two policy instruments.

Dalla seconda metà degli anni ’90, le politiche di promozione dello sviluppo locale in Italia sono state affidate all’azione prevalente di due strumenti: gli incentivi alle imprese, offerti dalla legge n. 488 del 1992, e gli interventi di Programmazione Negoziata, in particolare i Patti territoriali. Scopo di questo lavoro è quello di analizzare l’esistenza di eventuali fenomeni di sovrapposizione territoriale dei due strumenti nelle regioni del Sud. Un’analisi empirica esamina la distribuzione territoriale della legge n. 488 del 1992 e dei Patti territoriali a livello comunale. L’analisi econometrica verifica il ruolo delle variabili socio-economiche nell’influenzare la probabilità dei territori di beneficiare degli strumenti.
