Our chapter tested both the opportunistic and ideological hypotheses for the eleven Western German Länder with respect to deficit levels over the period 1974-1994. Our results seem to show that generally the party variable does play a systematic role in decisions concerning deficit levels. They also provide some support for the opportunistic cycle theory showing the effect of the upcoming election on the government spending inclinations.

Abstract
