The analysis begins by reflecting on the institutional and structural shortcomings that hinder innovation in public transport models, using the dissolution of the Institute for Transport Studies as a symbolic case. It then considers the relevance of establishing academic and professional training in maritime administrative law, suggesting the creation of specialized educational programs. Further attention is given to applied research initiatives addressing green port development and regulatory issues at the intersection of food law and industrial safety within port territories. These investigations highlight the dynamic relationship between infrastructure innovation and sectoral regulation. The heart of the discussion centers on cross-border regions, home to 37.5% of the EU population and divided by 38 internal frontiers. These regions often suffer from structural disadvantages, including economic underdevelopment and talent migration. Territorial cooperation, according to the author, must aim to ensure economic prosperity, balanced regional growth, and sustainability. This includes promoting quality of life through investments in healthcare, education, innovation, and labor mobility.
