Recognising Refugee Qualifications for Access to Higher Education

Refugees face challenges related to the recognition of qualifications without educational documentation when attempting to access higher education in a host country. This chapter presents regulations and practices to overcome barriers in the recognition of refugee qualifications in case of partial or missing educational documentation. The study draws on experiences in Europe from the last 25 years. The Italian experience over the last decade is presented as a national case study, exploring the results of the higher education system approach to implement policies and practices like the European Qualifications Passport for Refugees (EQPR). A global perspective is also part of the analysis, studying the provisions of the recent global convention on the recognition of qualifications concerning higher education and implementation of the UNESCO qualifications passport (UQP).
