The application of measures to contain the COVID-19 pandemic represented a significant development for Pakistani politics. Based on a pre-existing tension between the army and the government, in particular on foreign policy, the disagreements on anti-COVID measures and the government’s apparent uncertainty regarding the economic crisis and the Islamic opposition, led to the breakdown of the collaboration. Overall, the crisis reaffirmed the power of the military vis-à-vis the political class. Furthermore, the controversy highlighted the influence of Islamic organizations, which proposed an alternative political agenda to both the military and secular parties.

Abstract
