The rise of mass society caused during the 20th century various phenomena in the interaction between populations and political élites. A particular way to exercise social control and social conditioning was influence on collective sense of danger. Article focuses development of this dynamic, by examining it from the origin of communication research in the context of the classic season of Simmel and others until the elaboration of “moral panic” concept.
